We are searching for international Volunteers for our famous Workcamp - "Beautify future of Ha Long Bay"
from 2nd August to 13th August 2010.

Our environment project located in the UNESCO World Heritage Site Ha Long Bay and is coordinated by the UNESCO World Heritage Centre and the Coordinating Committee for International Voluntary Service (CCIVS).



You expected a huge field of activity related to the promotion and preservation of the World Heritage in Ha Long Bay, which will be:

The 1st phase of the Project “Promoting Greater Involvement of People Living with HIV (GIPA) in Viet Nam” for the period 2005-2008 has completed, while its 1 year extended phase for 2009 will be ended in December 2009.
 
The project is implemented by the Vietnam Women’s Union in partnership with UNV and UNAIDS. Geographically, it covers four provinces: Ho Chi Minh City, Hai Phong, Quang Ninh and Ha Noi, where a large number of people living with HIV exist in couple with a large number of available supports and self help groups for PLHIV.

Objectives and Scope:
General Objective: The evaluation will closely examine, but not would be limited to, the following areas:

1. Overall project performance against its workplan and through which identify the Project’s best practices, lessons learned, successes and challenges.

2. Assessment of the relevance of project design to Vietnam context in regard to GIPA concept and its duplication to other regions of Vietnam in the future when the project has ended.

3. Identification of any gaps in project management, coordination mechanism as well as technical support to the project, and recommendation of workable solutions that can be applied in case of project’s duplication in the future.

4. Identification of the results and contribution which volunteerism and volunteers brought to the project.

5. Assessment of relevance, effectiveness, effects and sustainability of the results and contribution that volunteerism and volunteers brought to the project including lessons learned.

6. Formulate recommendations on how to maximize the contribution of volunteerism in case of project replication in the future.

Title:   International Internship

Duty Station: United Nations Inter-Agency Project on Human Trafficking (UNIAP)
Duration: 3 – 6 months
Starting date: August 2009

BACKGROUND
UNIAP was established to facilitate a stronger and more coordinated response to human trafficking in the
Greater Mekong Sub-region (GMS).  It initially brought together six governments and select implementing
agencies; this has now evolved into an extensive network of government, local, and international NGOs,
UN organizations, and donors throughout the six countries, with links to similar networks beyond the GMS.

In 2004, during UNIAP Phase II (2003-2006), the six Governments of the GMS formed the Coordinated
Mekong Ministerial Initiative against Trafficking (COMMIT) and agreed to an historic Memorandum of
Understanding on cooperation against human trafficking. In order to put their commitments under the
MOU into action, the Governments have agreed to a Sub-regional Plan of Action (SPA), which has been
further developed into ten Project Proposal Concepts (PPCs). The PPCs have concrete targets and
timelines, the first target date of which was the Inter-Ministerial Meeting and Senior Officials Meeting
(IMM/SOM) in Beijing in December 2007.

In order to assist the GMS countries to achieve their targets by the next IMM/SOM, a series of sub-
regional activities have been planned, with the support of ILO, IOM, UNICEF, ARTIP, and other agencies.
Deliverable targets for the COMMIT SPA PPCs include adopted and implemented regional standards and
national guidelines (repatriation, post-harm support, and brokering, for example); improved legal
frameworks; and, increased capacity for coordinated GO-NGO mechanisms to bring perpetrators to
justice, provide victims with the means of building healthy futures for themselves, and prevent new cases
of trafficking and exploitation.

Objectives of the Assignment:
The internship is created to support the UNIAP Vietnam Office in following issues:
 Assistance in the preparation and review of documents and reports in accordance with UNIAP
and donor guidelines.
 Assistance in collecting and updating accurate and timely data and information on human
trafficking for UNIAP Vietnam to use in developing and implementing project activities.
 Support in the production of a quarterly newsletter for government, embassies, and NGOs.

Scope of Work:
The role of the internship will be to: 
 Conduct a desk review of information on human trafficking available to UNIAP Vietnam;
 Support regular meetings with UN and NGOs and other agencies to collect and update data and
information related to human trafficking;
 Participate in meetings with government officials to collect and update data and information
United Nations Development Programme related to human trafficking;
 Assist in information analysis including review of articles, project reports and other documentation.
 Support in publishing newsletters, documentation and other public relation materials.

Duration of Assignment, Duty Station and Expected Places of Travel:
The internship will be for a period of 3 to 6 months, commencing in August 2009.
The internship will not be remunerated.
Duty station is Hanoi, Vietnam. Successful intern may be required to travel on specific assignments.
Any such travel and associated costs will be compensated by UNIAP, in accordance with the prevailing
UNDP rules and regulations.

Requirements:
- Currently enrolled at an accredited university (refer to UNDP Internship guidelines)
- Demonstrated experience in communications, public relations and media will be essential to this position
- Excellent writing and communication skills
- Fully proficient in all major computer applications relevant to the position
- Ability to work in a cross-cultural environment
- Native speaker is an advantage.

Provision of Monitoring and Progress Controls:
The intern will work under the primary supervision of Mr. Nguyen Ngoc Anh, National Project Coordinator,
UNIAP Vietnam.

GZ communication Internship TERMS OF REFERENCE

The objectives of the agreement and the tasks of the 2nd party are to work as Communication Intern for GreenZoom.

I. Main Responsibilities
-       Draft monthly/quarterly communication plan;
-       Writing and editing articles for GZ website;
-       Developing, editing training and communication materials (e.g.fact sheets, booklets, hand-outs, leaflets, presentations, news-letters);

I. General Information

- Receive all in coming telephone calls and direct them to the relevant staff.

Registry tasks
- Assist Registry Assistant in receiving the incoming documents, UN pouches management and updating the Country Field Offices database; and
- Perform other clerical tasks as required by the Reference and Registry staff.

III. Output by the end of the assignment

- The legal database updated with all legal documents for the Lawen database
- Becoming fully capable and confident in making searches on online library catalogs in order to locate books/information resources as requested.
- Becoming fully capable and confident in acting as office receptionist whenever required
- Get to know how the Registry is operating at the end of the internship

IV. Qualifications Requirements:

           The intern should have the following qualifications and skills:

- Be able to communicate in English effectively
- Good command of computer skills: MSWord and Excel Programme is required;
- Familiarity with database software and adequate skills in data entry.
- Able to verify, correct the inaccurate data in the database;
- Knowledge of librarianship is an advantage
- Last- year students

Translating Development Material from English to Korean

Community Empowerment Collective Society

TASK

We need some Korean translators for the material, intended to train international aid and community workers for their assignments in developing countries and to support their projects and development initiatives. Volunteers will need to translate the English documents into Korean. The more than 200 documents in out site are grouped into modules from 4 to 10 documents each, and we estimate one assignment as one module.

We encourage volunteers to stay on after one assignment to continue collaborating with us.

BACKGROUND INFORMATION

Our site has no advertising, no budget and no paid staff. Everyone who contributes to the group is a volunteer and we are spread all over the world. The statistics reveal that our pages get between 450,000 and 500,000 visits every month (almost 20,000 visitors a day).

OBJECTIVE

The free training material in our site is for community workers: it consists of strategies, methodology, curriculum, management and planning material useful to teams initiating or upgrading any community empowerment or development programme. Topics include poverty reduction, gender strategy, facilitation, income generation, capacity development, monitoring, brainstorm, community participation, social animation capacity development and strengthening. Our whole methodology is based on sustainable development and intended for using in developing countries and low-income communities.

UNV는 Field에서만 하는게 아니다. Online Volunteering 을 통해 언제 어디서나 UN의 일을 도울 수 있게 되어있다. 오랫만에 검색해보니 영어를 한국어로 번역하는 자원봉사자를 모집하고 있다. 해당 기관이 뭘 하는 기관인지는 사이트를 들어가봐도 잘 모르겠지만, UN에서 하는 일이기에 믿어도 될듯하다.

가입하고 Resume올리고 신청하면 연락이 온다. 단순히 번역이기 때문에 어렵지 않을 것 같고 5명을 모집하고 있다. UN기구에 진출하고자 하는 초석을 마련할 수 있는 아주 작은 기회가 아닐까 싶다.
뿐만 아니라 여가시간을 활용해서 전세계를 위해 일한다는 ? 사명감도 키울 수 있지 싶다. 다만 . 해당 기관에 이미 번역되어있는 자료들이 매우 허접하다는 것이...

Field Research Advisor
Carnivore and Pangolin Conservation Program (CPCP), Vietnam

An exciting opportunity has arisen for an international volunteer to join our young and dynamic team of enthusiastic conservationists. The Field Research Advisor will assist the development of our field research program aimed at increasing the understanding of the ecology, status and conservation requirements of carnivores and pangolins in Viet Nam.

The Carnivore and Pangolin Conservation Program is committed to securing a future for wild populations of threatened carnivores and pangolins in Viet Nam. We are dedicated to increasing the understanding of and respect for these unique species and their habitats and empowering people to take action to conserve them.

Start date: 1st August 2008 (negotiable)
Duration: 12 months (renewable)

Job mission
To improve the conservation of carnivores and pangolins through the development and implementation of field research activities; subsequent in-situ conservation actions and the transfer of skills to Vietnamese conservationists and scientists.

Objectives & responsibilities
The Field Research Advisor is responsible to develop and implement a number of field research activities alongside CPCP staff who, through training and support, will continue to develop these activities over the long-term. Specific activities are as follows:

·         Development and implementation of standardised field methodologies to increase the understanding of the ecology, status and conservation requirements of the CPCP’s priority carnivore and pangolin species
·         Supporting the professional development of the CPCP Research Officer
·         Assisting the CPCP Research Officer to join international training courses, workshops and ultimately an International Masters Degree program
·         Fundraising for field research activities and subsequent donor reporting
·         Developing and implementation of training programs on carnivore and pangolin field survey techniques for Vietnamese University students.
·         Providing technical assistance to the Captive Management Team and Program Coordinator in matters relating to carnivores and pangolins brought to the centre

Salary grade and benefits: Volunteer
The Field Research Advisor will receive a living allowance, accommodation in the national park, and work visa costs will be covered. The position may develop into a fully salaried position.

Location of work:
Based in Cuc Phuong National Park and Hanoi offices
Approximately 50% of their time in the field.

Professional qualifications:
·         Masters degree in Biology, Conservation, Zoology or related subject
·         Practical experience in field surveys and/or ecological studies
·         Excellent English language skills, both spoken and written
·         Previous experience working in a developing country

Preamble:
The United Nations Volunteers is the UN organization that supports sustainable human development globally through the promotion of volunteerism, including the mobilization of volunteers. It serves the causes of peace and development through enhancing opportunities for participation by all peoples. It is universal, inclusive and embraces volunteer action in all its diversity.

This post is a UNV volunteer assignment based on the values of free will, commitment, engagement and solidarity, which are the foundations of volunteerism. Volunteering brings benefit to the individual volunteer as well as the society at large. It enhances social cohesion and enriches communities.

In most cultures volunteerism is deeply embedded in long-established, ancient traditions of sharing and support within the communities. In this context, UNV volunteers take part in various forms of volunteerism and play a role in development and peace together with co-workers, host agencies and local communities.

In all assignments, UNV volunteers promote volunteerism through their action and conduct. Host Agency/Host Institute
UNIFEM is consolidating and expanding its work and presence in Vietnam, under the purview of the UNIFEM East and Southeast Asia Regional Office (SRO), Bangkok. Vietnam is a pilot country for the "One UN" initiative, whose objective is UN system wide coherence for greater development impact. Under the "One UN Pilot" UN organizations will work together as a coordinated UN Country Team (UNCT) under the leadership of the UN Resident Coordinator and with a view to having common programmes, a common budget budgets and a common administrative system. UNIFEM is one of the six UN agencies currently part of the one UN Pilot, and is committed to strengthening its support to Vietnam through its programme activities and resources that have been integrated into the One UN Plan; through the development of new programmes; through technical and other support to the RC and UNCT to establish and implement programme focused on gender equality and women's empowerment and to mainstream gender into the work of the UN system as a whole

Description of Duties
Under the supervision of the Country Programme Manager, UNIFEM Vietnam, the UN Volunteer Specialist on Gender will focus in the following areas:

a) Act as key source of knowledge building and networking on gender;

b) Assist UN/UNIFEM team in strengthening and reinforcing gender mainstreaming into the UN/UNIFEM Country  Programmes / projects and thecountry office work.

c) Advise and assist UN/UNIFEM team, including UN/UNIFEM senior management, in UN/UNIFEM advocacy work on the topics of gender equality and mainstreaming.

d) Assist in identifying and formulating UNIFEM programme support on gender as well as in managing UN Joint Gender Programme  to ensure that UNIFEM programmes/projects are developed and implemented in the most strategic way to provide value-added to the national efforts in the fields of Gender equity in Viet Nam, taking into account other domestic and external activities therein;

Key Tasks and responsibilities
1. Key source of knowledge building and networking on gender: In cooperation with other members of UN/UNIFEM team, actively facilitate the process of consultations and contribute to the production of analytical works and advocacy on the topics of gender equality and mainstreaming. Take active parts in strengthening extensive networks (such as Gender Action Partnership, Gender Action Network, UN Gender Working Group, etc.) with national agencies, United Nations Country Team, international donors, foundations and international and local NGOs to build and share knowledge on gender equity and mainstreaming issues, advocate common positions and provide feedback to national and donor partners on priorities and on-going UN/UNIFEM efforts in these fields as needed;

2. Gender expertise in the UNIFEM Country programmes/projects and country office work: Act as UNIFEM resource person on gender equity and mainstreaming and provide advice to staff on gender mainstreaming into UN programmes/projects, and office work, particularly on areas of One UN Initiative. This includes providing strategic inputs and support in the preparation of the One UN Initiative policies, working groups, reviewing programme/project documents and UNIFEM staffing
plans/human resource management policies to identify the areas and recommend solutions for the improvement and identifying of training needs for UN staff on gender equity.

3. UNIFEM/UN advocacy work on the topics of gender equality and mainstreaming: Take direct participation in UN/UNIFEM advocacy on gender equity and mainstreaming.  These activities will be highlighted at certain times of the year, in particular International and National Women’s Days, 25 November as the UN Day for the Elimintaion of Violence Against women, and the 16 days of activism against violence (25 November-10 December).   In addition there may be other joint UN
gender activities such as joint gender training.

4. Identifying, formulating and managing UNIFEM programme support on gender: including joint UN programming on gender: In consultation with other UNIFEM/UN staff, identify the strategic areas for gender support, develop programme/project concept notes. Work in close collaboration with the national counterparts, UN and other international partners, to develop concrete programmes/projects of UNIFEM and joint UN programmes support on gender equity and mainstreaming to ensure that the programmes/projects build on UN/UNIFEM comparative advantages, synergy and harmony with other UN/UNIFEM and partners’ programmes/projects. Manage and monitor UNIFEM-supported country and regional projects on gender to ensure both efficiency and high impact of project delivery. This includes
(i) ensuring the strategic dissemination of project results and lessons learned to generate debates and policy improvements in the field and
(ii) to mobilise non-core resources necessary to support UN/UNIFEM activities in the fields. .

5. Promote volunteerism and mobilise voluntary resources for these programme areas: stimulate national partners to involve volunteers in their projects, recruit online and on-site volunteers where they can assist, identify opportunities to involve UN Volunteers, interns and other volunteers to support activities that contribute to the MDGs, with focus on MDG 3 (i.e. promote gender equality and empower women).

6. Perform any other duties as may be assigned by the senior management and the supervisor.

 Management arrangements

This post will be located within the UNIFEM Country Programme Office.
The incumbent will report to the Country Programme Manager UNIFEM Vietnam.

 Qualifications/Requirements

- Prefer  Masters degree in development, gender topics or related field;
- At least 5 years of relevant, proven expertise in Gender and other social/development issues;
- Thorough understanding of policies, priorities, programmes and reforms in the field of gender equity and mainstreaming at national level; strong conceptual, understanding and analytical skills on social sector issues, as they link with poverty and human development;
- Knowledge of relevant policies and programmes in Viet Nam or other Asian countries is an asset;
- Knowledge of priority programmes and activities by other international donors, foundations and NGOs is an asset;
- Previous volunteer experience is desired;
- Work experience with another international organization would be an asset.

- Excellent written and presentation skills (English)
- Ability to adapt in a new working environment and work in a multi-cultural team and to deliver under pressure/meet deadlines

Language skills
- Strong writing and speaking skills in English are essential;
- Knowledge of Vietnamese is an asset.
- This is an Australia-funded position, and therefore only Australian citizens and permanent residents are eligible to apply.

Conditions of service
International UNV volunteers in Viet Nam receive a volunteer living allowance (VLA), which is intended to cover their accommodation and basic living expenses. In Viet Nam the VLA is  $US 1,847 per month (single), $US2,097 (1 dependant), $US 2,297 (2 or more dependants). They also receive a settling-in grant on commencing their assignment and a resettlement allowance on successful completion. Full medical and life insurance is provided, and they are entitled to 30 days annual leave.

Promotion of Volunteerism
As a UNV volunteer, you are expected to promote volunteerism and/or engaging in volunteering activities. As such you are encouraged to:

- Attend UNV annual result workshop (2-3 days)
- Strengthen your knowledge and understanding of the concept of volunteerism by reading relevant UNV and other publications and taking active part in UNV activities;
- Get acquainted with traditional and/or local forms of volunteerism in the host community;
- Network and build relationships with local organizations, groups or individuals and support and/or participate in local volunteering initiatives;
- Encourage and mobilize co-workers, fellow UNV volunteers and members of the local community to play an active part in the development of their community;
- Contribute articles/write-ups on field experiences and submit for UNV publications/websites, newsletters, press releases, etc.;
- Initiate and/or participate in local volunteer groups. Assist them in submitting stories, experiences to the World Volunteer Web site;
- Promote or advise local groups in the use of OV (online volunteering), or encourage relevant local individuals and groups to use OV whenever technically possible.

UNV Post Title: International UNV Specialist in Partnership Development for Disaster Risk Reduction in Vietnam

Project Title:  Natural Disaster Mitigation Partnership

Brief Project Description:
The Natural Disaster Mitigation Partnership (NDM-P) for period 2006-2008 between the Government of Vietnam/Ministry of Agriculture and Rural Development and five international donors, including the United Nations Development Programme (UNDP), AUSAID, the Dutch
Embassy, the Luxemburg Embassy, and the SIDA was formed in October 2006. The aim of the NDM-P is to mobilize participation of and coordination amongst national and international partners in the area of disaster risk reduction (DRR).

The NDM-P work focuses the following areas:
i) information sharing,
ii) facilitation of policy dialogues on important issues in the sector,
iii) provision of technical support to the Government in strengthening strategies and legislation and
iv) promotion of integrated approaches in developing and implementation of projects in natural disaster reduction.

To build capacity and provide technical support the Secretariat of the NDM-P, an  international specialist will be hired by the NDM-P Secretariat, as accordance to the agreement between NDM-P and the UNDP.

Host Agency/Host Institute:
Viet Nam Central Committee for Flood and Storm Control (CCFSC)/Secretariat for the Natural Disaster Mitigation Partnership (NDMP)

Description of Duties:
The role of the International UNV Specialist will be to:
(i) advise the NDM-P Secretariat Director and other partners in setting up strategic directions of the Partnership;
(ii) initiate the Partnership implementation plan in line with the strategic direction, agreed to by partners;
(iii) ensure quality of activities and
(iv) transfer the knowledge/technologies to build capacity of NDM-P Secretariat staff.

The International UNV Specialist will report to the Director of NDM-P and UNDP Head of Sustainable Development Cluster. S/he will also work closely with UNDP Programme Officers and responsible staff of partners, who provide direct support to the NDM-P.

Under the supervision of the NDM-P Secretariat Director, the International UNV Specialist will work with National Coordinator and Project Manager to perform the following functions:

1. Advise DDMFSC and the Director of Secretariat on the best possible implementation of the NDM-Partnership
2. Assist the Director in supervising the Manager and other staff of the Secretariat to ensure that all required tasks are satisfactorily fulfilled to produce outputs according to the approved Framework document and Action Plan.
3. Ensure that all outputs produced by the Secretariat are technically sound so that they can be expeditiously approved by the Steering Committee and accepted by Donors.
4. Ensure a proactive outreach of the NDM-P to its partners and other agencies to advocate for NDM-P approach and priorities
5. Provide technical assistance and monitor the operations of Policy Working Groups and other groups formed under the NDM-Partnership. Ensure effective operations of these groups in supporting the Partnership to produce planned outputs
6. Provide capacity building on-the-job training to the Secretariat and DDMFSC/DMC staff for
carrying out all activities of the NDM-Partnership
7. Prepare Terms of Reference for activities to be conducted by the NDMP
8. Edit the NDM-Partnership Newsletter in English and ensure its timely publication.
9. Provide inputs to ensure the good quality of the information management and sharing in the NDMP, including the Website and IT issues.
10. Provide technical advisory inputs into regular reports and review meetings of the Partnership as well as independent technical reports/notes for MARD and Donors
Prepare annual and a final report of the NDMP phase II including due recommendations for the NDMP next phase.

Results /Expected Output:
1. NDM-P has strengthened its coordinating and management capacities (web site update
included).
2. Quality of NDM-P activities has been improved.
3. Linkages with partners and donors are actively promoted to advocate for NDM-P approach and priorities.

Qualifications/Requirements:
The suitable candidate should possess the following qualification and competencies:
• Postgraduate degree (M.Sc or Ph.D.) development economics, project management,
disaster management or a related field.
• At least 8 years of work experience in development, preferably in the field of disaster management
• Familiarity with Official Development Assistance (particularly technical assistance)
concepts/projects/activities and/or with a major international technical development agency.
• Prior experience with partnership and/or inter-sector approaches will be an asset
• Relevant work experience in developing countries. Past experience in Viet Nam or the region would be an asset.
• Familiar in working with the Vietnamese Government system will be strongly valued.
• Full proficiency in English (written and spoken) is a must, including excellent writing skills.
• Proven skills to work in a team and communicate in a multi-cultural environment.

• Demonstrate integrity by modeling the UN's values and ethical standards
• Promote the vision, mission, and strategic goals of UNDP
• Display cultural, gender, religion, race, nationality and age sensitivity and adaptability

• Demonstrated experience in managing development projects (preferably in Asian countries), in particular dealing with DRR coordination and aid effectiveness.

Experience and creativity using computers, internet technology, word, excel

Conditions of service
International UNV volunteers in Viet Nam receive a volunteer living allowance (VLA), which is intended to cover their accommodation and basic living expenses. In Viet Nam the VLA is $US 1,819 per month (single), $US 2,069 (1 dependant), $US 2,269 (2 or more dependants).
They also receive a settling-in grant on commencing their assignment and a resettlement allowance on successful completion. Full medical and life insurance is provided, and they are entitled to 30 days annual leave.

Promotion of Volunteerism
As a UNV volunteer, you are expected to promoting volunteerism and/or engaging in volunteering activities. As such you are encouraged to:
• Strengthen your knowledge and understanding of the concept of volunteerism by reading
relevant UNV and other publications and taking active part in UNV activities, especially
participating in UNV annual workshop organized once a year;
• Get acquainted with traditional and/or local forms of volunteerism in the host community;
• Network and build relationships with local organizations, groups or individuals and support
and/or participate in local volunteering initiatives;
• Encourage and mobilize co-workers, fellow UNV volunteers and members of the local
community to play an active part in the development of their community;
• Contribute articles/write-ups on field experiences and submit for UNV publications/websites, newsletters, press releases, etc.;
• Initiate and/or participate in local volunteer groups. Assist them in submitting stories,
experiences to the World Volunteer Web site;
• Promote or advise local groups in the use of OV (online volunteering), or encourage
relevant local individuals and groups to use OV whenever technically possible.

National Programme Officer for One UN process

This post is a United Nations Volunteers (UNV) programme assignment and based on the values of free will, commitment, engagement and solidarity, which are the foundations of volunteerism. Volunteering brings benefit to both society at large and the individual volunteer.
It makes important contributions, economically as well as socially.
It contributes to a more cohesive society by building trust and reciprocity among citizens. The United Nations Volunteers programme is the UN Organization that supports sustainable human development globally through the promotion of volunteerism, including the mobilization of volunteers. It serves the causes of peace and
development through enhancing opportunities for participation by all peoples. It is universal, inclusive and embraces volunteer actions in all its diversity.  It is administered by UNDP.

1. Background

The United Nations and Government of Vietnam have agreed to undertake a process of reform to deliver as one in the ‘One UN Initiative’ in Vietnam.  This is defined in the Agreed Principles, Objectivities andInstruments to Achieve One United Nations in Vietnam as ‘a unified management structure and programme’ achieved through the harmonisation of management, budgets, programmes and management practices. Viet nam was appointed the first pilot country in initiating this process in December 2006.

At present, six agencies (UNFPA, UNDP, UNICEF, UNIFEM, UNV, UNAIDS).
UNV joined the One Plan in mid- 2006.  Recognizing that the One Plan is only a first step towards a more dynamic and coherent UN, UNV seeks to become more deeply involved in the realization of the One UN’s objectives.  It is committed to the harmonization of its management and financial structures through the One Plan, and to greater
collaboration with its UN partners. In 2008, eight specialised agencies will join the reform initiative.

2. Reporting

The UNV National Program Officer will work under the direct supervision of the UNV Programme Officer through whom he/she reports to the UNDP Deputy Country Director - Programme and work closely with other staff of the UNDP office and other UN agencies, mainly with Programme Divisions on programmatic issues and Operations Divisions on
administrative and management issues. Through the supervisor, the Programme Officer will remain in close contact with UNV Bonn.

3. Duties and Responsibilities

UNV Vietnam is seeking an NPO to support the above work.  The NPO will support The UNV Country Office’s UN reform work, and should have extensive experience in UN programming and financing arrangements, and good knowledge of other UN an  Agency procedures, UNDG Guidelines, UN Reform initiatives and National Execution.

The NPO, under the supervision of the UNV Programme Officer, will:

• Provide and coordinate UNV’s inputs into all steps of the planning, implementation, management, monitoring and evaluation of the One UN, One Plan, One Plan Fund, One management structure, One leader and common precincts as appropriate;
• Participate in the process of adopting a common cost norms among donor
organizations and other issues relating to the Harmonised Programme and Project Management Guidelines  ;
• Prepare and follow up of UNV’s ‘s projects included in the One Plan to ensure timely project delivery
• Brief the Programme Officer and other UNV CO staff on key reform issues on an
on-going basis;
• Participate in the development of the joint UN Monitoring and Evaluation System in consultation with
UNV Programme Officer;
• Participate in technical review of requests to One Plan Fund, if appropriate;
• Coordinate inputs and produce reports for UNV COT and HQ on regular or ad-hoc
basis on the One UN;
• Respond to UNV HQ requirements on the One UN Initiative in Viet Nam as needed;
• Participate and provide technical inputs to the implementation of UNV Country
Programme as required;
• Other duties as required.

4. Qualifications / Experience

• University degree, preferably in social sciences;
• At least 3-5 years post graduate experience in program management/development,
within the UN system;
• Experience in working with the Vietnamese Government
• Knowledge and understanding of the One UN Initiative in Viet Nam
• Knowledge about development issues;
• Strong analytical and conceptual thinking
• Excellent communication, negotiation, advisory, networking and advocacy skills,
• Excellent in working as a team, capacity to work under pressure and tight deadlines.
• Awareness about volunteerism in social development;
• Fluency in computer (MS Word, Excel, PowerPoint, Outlook and Internet);
• Fluency in English (written and oral).
